New Hazardous Waste (England Wales) Regulations apply from July 16 2005

After many years of consultation the Special Waste Regulations (1996) are to be replaced from 16 July 2005.

RSA WEEE man model goes on display for the first time These not only increase the number of wastes considered hazardous. They create new duties upon waste producers who have to pre-register (we can do it on a producers behalf) and on disposal sites (consignees).

Some new wastes include computer monitors and fluorescent tubes - The picture on the left is taken from the (RSA*) WEEE initiative. WEEE man is an awareness and education project about the EU Waste Electrical and Electronic Equipment (WEEE) directive. As part of the RSA’s manifesto challenge of moving towards a zero waste society, the project will raise awareness of WEEE and be a catalyst for action for consumers, retailers, designers and manufacturers to focus on successfully dealing with WEEE, including recycling, reuse, repair, refurbishment, and sustainable manufacturing. The regulations shift the responsibility for capturing the data for hazardous waste movements from the Environment Agency (who struggled to do this with the old regulations) and placed it firmly with the consignees.

As a disposal site we will now capture that information for the EA with increased administrative and IT requirements (which will cost us around£20,000 per annum) and then make quarterly returns along with payments for each consignment that we accept (our estimate is that we will pay around£50,000 in new fees).
